The premise of the video, is that people rely, on their phones too much, and use their phones as a distraction from daily life.

Is the video effective in conveying it's intended message?

Yes, throughout the animation, almost everybody is on their phone. The one who isn't on the phone gets to see the world without distraction and sees how rude people are because of their phones.
